The conversation about AI in the enterprise has shifted. A year ago, most discussions were about AI assistants — tools that help individuals work more efficiently. Today, the frontier is Agentic AI: systems that take autonomous actions, execute multi-step workflows, and interact with enterprise systems without continuous human intervention.
Agentic AI is genuinely transformative. It is also genuinely risky if deployed without the right governance. An AI assistant that produces a suboptimal response is a minor annoyance. An AI agent that executes an incorrect business transaction, triggers an unwanted workflow, or accesses data it should not have accessed is an operational and compliance incident.
The difference between these outcomes is not the quality of the AI model. It is the quality of the operating model surrounding it.
What is an AI Operating Model?
An AI operating model defines how AI capabilities are governed, deployed, and managed within an organisation. For Agentic AI specifically, it must address:
- What agents are authorised to do — and what they are explicitly prohibited from doing
- How agents authenticate and authorise their access to enterprise systems
- How agent actions are logged, audited, and reviewed
- What human oversight mechanisms exist, and when human approval is required
- How agents are tested before deployment and monitored in production
- Who owns each agent and is accountable for its behaviour
- How incidents involving agent behaviour are handled
This is not a technical architecture document. It is an operating framework — analogous to the operating model you would define for a new team, a new process, or a new platform.
The Five Components of an Enterprise AI Operating Model
1. Agent Registry and Catalogue
Every AI agent deployed in the enterprise should be registered in a central catalogue. The catalogue records the agent's purpose, the systems it accesses, the actions it can take, its owner, its deployment environment, its approval status, and its current operational status.
Without a registry, you quickly lose track of what agents are running, what they are doing, and who is responsible for them. The registry is the foundation of governance.
2. Capability Boundaries
Every agent should have explicitly defined capability boundaries: a clear specification of what actions it is authorised to take, on what systems, under what conditions. These boundaries should be enforced technically — through the access controls on the agent's service account and through the MCP server's permission model — not just through policy.
The principle is least privilege: an agent should have exactly the permissions needed to perform its authorised tasks, and no more. This applies to data access, system access, and the scope of actions the agent can initiate.
3. Human Oversight Framework
Not all agent actions should be fully autonomous. A well-designed operating model distinguishes between:
- Fully autonomous actions: Low-risk, reversible actions that the agent can take without human approval — reading data, generating reports, sending routine notifications.
- Supervised actions: Higher-risk or irreversible actions that the agent proposes but a human must approve before execution — creating records, triggering payments, modifying system configurations.
- Escalation triggers: Conditions under which the agent must pause and escalate to a human, rather than proceeding autonomously — exception scenarios, confidence thresholds, high-value transactions.
The right balance between autonomy and oversight depends on the use case, the risk profile, and the regulatory environment. It should be a deliberate design decision, not an afterthought.
4. Audit and Compliance Infrastructure
Every agent action — every system call, every data access, every decision made — should be logged to an immutable audit trail. The audit trail should record what the agent did, when it did it, what data it accessed, what decision it made, and (where applicable) what human approved or reviewed it.
For organisations subject to SOX, GDPR, or other regulatory frameworks, this audit capability is not optional. Regulators will ask what your AI systems did. You need to be able to answer that question completely and accurately.
5. Incident Response Process
When an AI agent behaves unexpectedly — makes an error, takes an unauthorised action, produces incorrect output that affects a downstream process — you need a defined response process. Who is notified? Who investigates? How is the agent suspended if necessary? How are affected systems or data remediated?
This should be designed before deployment, not improvised when something goes wrong.
Getting Started
Building an AI operating model does not have to be a large upfront investment. The most effective approach is to design the operating model incrementally — starting with your first agent deployment, learning from it, and refining the framework as you scale.
Start with your first use case. Design the capability boundaries, the access controls, the audit logging, and the oversight mechanisms for that agent specifically. Document them. Deploy carefully. Monitor closely. Then use what you learn to improve the framework before the next agent.
The organisations that will get the most value from Agentic AI are not the ones that move fastest. They are the ones that build the operating model that allows them to scale confidently — knowing that their agents are behaving as intended, that their compliance obligations are met, and that when something goes wrong, they can diagnose and fix it quickly.
The operating model is not the exciting part of AI adoption. It is the part that makes the exciting parts sustainable.
